Rather than sitting around waiting for the Office for Students to actually do something useful, perhaps it would be appropriate for the sector to do something itself - a joint committee formed by Universities UK and the Universities & Colleges Union, perhaps, with additional membership from the National Union of Students and maybe a good human rights lawyer or ethicist.
