Introduce the equivalent of the pupil premium - direct extra funding for the number of undergrads from poorer backgrounds.
Encourage a 'foundation year' where students who, through 'disadvantage' are not up to the required standard can be brought up to speed. Maybe make that grant-funded, so the students do not have to carry an extra year of debt and so are not deterred from adding an extra year. Those who have the raw capability, but not had the opportunity, can then enter regular degree programmes on an even footing with those who have had the advantages of a better education.
