While not a fan of the government, I have to say that I agree that VCs should justify their very high salaries. It's a constant source of frustration for the foot soldiers of higher education (i.e. the people who actually do the teaching and research that forms the core business of higher education). What would be worrying what evidence would be expected - job cuts?
Too much managerialism in UK universities the managers employ underlings to do their job so they can network and embellish their CVs through useless "change management" and networking events. The managers then pay themselves enormous salaries while making it harder and harder for academics to get promoted to keep down the pay while they keep the rest for their bonus pot. The TEF will just add to the bureaucracy and doing it at the subject level will add enormously to the bureaucracy and costs of universities.
