What you or universities consider valuable is onething. What employers are willing to accept is quite another. how many employers will hire a Cert or Diploma graduate when they could just as easily hire one with a full Bachelors degree? At a time when some graduates are struggling to find graduate jobs shortcuts or smaller steps might not be seen as attractive to potential students.
Well yes indeed, they would regard these things as little more than a "Crackerjack Pencil" in my view, especially given the numbers of graduates who are seeking employment.
