Sexual misconduct is wrong. However, this story is told from the one person's perspective; in the interests of natural justice, both parties should have had the right to present their side.
Staff and students will continue to have romantic/sexual relationships no matter what happens. Some of these might have abusive dynamics, most will probably not. Measures making such relationships more clandestine are unlikely to be helpful to people who end up in abusive situations. I would be inclined to go the other way: ensure that such romantic relationships are conducted openly so that conflicts of interest can be clearly identified, and managed, from the start.
