"Even more oddly, they seem to think this will happen because they say it should." Yes what is the mechanism to achieve these goals?
The Oxford Brookes example is an excellent one. Why should they give up areas of excellence that are making a big difference to the lives of many? Not a well thought out White Paper.
Of course the students will view this as merely a hiking of charges. They are not so au fait with notions of cuts in real terms or flat cash settlements, they just will see that they are having to pay more for the same level of service, or less, if impacted by rising SSRs due to job losses, larger classes etc. As Mr Hillman writes it is all very "odd".
Yes and I think students do see £10k pa as a psychological barrier.
