Kick them out! In the old days we used to shoot them.
Well other nations tend to arrest, charge and imprison them (whether they are genuinely guilty or not) and then use them as leverage or for exchange for their own genuine spies or terrorists.
I think you misunderstand the nature of the "spying" here?
