Define an 'antisemitic incident'. Rely on an independent report.
Why is Phillipson treating antisemitism separate from other forms of racism? This sends out entirely the wrong signal and makes the claim that other forms of racism are secondary to antisemitism. Furthermore, the UJS is part of the World Zionist Federation and is, therefore, the wrong group to organise training. Accusations of antisemitism have been used to silence voices that are critical of Israel and, in some cases (my own) used by bullies to get revenge.
If you already have strong policies in place to promote an inclusive environment in which any kind of "group/identity"-based hate is prohibited, what is this going to add? Just concentrate on being kind to everybody irrespective of ethnicity, gender, faith, etc. - it's far more important than worrying about one particular group.
