The real danger is permitting the Office for Students to have more than an advisory role in its dealings with universities. Politically motivated or not, it is showing tendencies of trying to meddle in how institutions manage themselves and needs to be halted in its tracks. We've all seen the mess Ofsted has made of the compulsory education sector, we don't want higher education to go the same way.
