Whilst any repeals of might appear attractive the greater issue is that the sectors finances are not sustainable with ever increasing numbers of universities posting deficits or predicting large deficits if action is not taken. In the absence of increased income streams that deliver full cost recovery and surplus we are left looking at cost controls. This means reducing strategic investments, modernising operating models, controlling revenue expenditure, pay and pension costs. In my view this is the single most important issue to respond to before the sector is damaged further.
