Does anyone know what England’s higher education system costs?

Another huge fiscal illusion - how much of the average academic's time is spent on productive work (research, teaching), and how much on rather less productive work like admin, grant chasing (whetre there's a 5% success rate), meetings, equal opps monitoring, diversity awareness etc etc. ? And how has this proportion changed over the last 10, 20, years ?
