'Diversity' is a bit like Heisenberg's Uncertainty Principle - as you try and get an ever closer fix on the exact position and speed of a subatmic particle, the whole thing actually gets fuzzier and fuzzier till youlose all meaningful data (well sort of). As the srticle says, do we mean diversity of gender (whatever that is), race, nationality, colour, disability, religion., neurodiversity, what of mental/cognitive disabilities? Phobias? Diversity of IQs.? of EQs? Religious Studies must be at least 2% Satanist? Perhaps one day we can simply judge eberything, absolutely blind as to the nature of its originator (just one stipulation - they are human, not an AI programme) and assess purely on merit. Or am I being speciesist or even computerist here?
It all depends, do you want 'reverse discrimination' in favour of [insert whatever group you feel is neglected unduly] or awards based on merit of the research proposal alone? Be clear on what you are asking for, then an organisation knows what it's responding to and can judge it accordingly.
