DEBATE on a political topic is good, but an institution doesn't have a vote, so should not express an 'institutional opinion'. Not everyone who is a part of an institution will have the same opinion, and it is the institution's role to represent all of them not just a vocal few. Some might say that the concept of an indigenous voice redresses historical wrongs, others may say that such a measure will only serve to perpetuate the differences between Australians of indigenous heritage and those who arrived later.
