Perhaps the universities should actually get on with it... rather than wait for politicians, a frequently frustrating and futile process. They can then turn round and tell the powers that be what specific legislation (e.g., labour laws) need to be changed to facilitate what they want to do. Remember, they work for you, not the other way around!
