Unfortunately you are looking at universities through the wrong lens. They are not organisations, but small towns. Once you have grasped this you will realise just how theoretical your returns are likely to be. You will be as likely to get two separate departments to standardise as two separate retail companies on the high street.
...fair point. However, within-department it works.
Many universities have spent a fortune on establishing a system that can link the databases in different departments together. The main obstacle of such processes is often the bureaucracy of the universities.
