Can they not just take a test when they arrive rather than spending 14 days in a hotel at their own expense?

In response to SeanieFinneran, no, as yet there is no test for those recently infected but yet to start shedding and being infectious. 14 days quarantine allows time for the infection to develop, be found, treated in necessary, and resolve if they're lucky, if after 14 days no infection has been found that's a good thing.
