America is running an IP surplus with China and should chill. Thefts have always been minimal, while 55% of American peer-reviewed STEM papers have Chinese authors. The chancellor of my alma mater, UofQ, tells me that the university gains 'immensely' from its Chinese researchers and collaborations.
