Cambridge to raise £500 million for bursaries and student support

This is a good start,, it would be particularly good if there could be a local scholarship for those people whose families work in low paid jobs in the College and who help towards the success of the university, but who have little stake in its future. The scholarship could include maintenance fees and foundation year support if needed. Cambridge has some of the best schools in the country and some poor ones. This would give more people a stake in the university's success.
