From my experience, there is already too great a dynamic range in universities and the pressure on retention means that one cannot have an open door with large failure rates in the UK. The solution is to encourage degree apprenticeships since many of the student sources of dissatisfaction come from their view that the degree is just a box to tick on the way to a job. By developing a world-class vocational scheme, the UK will finally address its long-standing problems with technical education; it is not the answer to further ruin traditional HE for the most academic students.
