An ersatz professor heading an ersatz university. He has no understanding of measurement theory. This article is a disgrace. After 30 years in the trenches I have still have no idea of what exactly good teaching is. No one has defined it, so you cannot measure it.
Most people in HE realize that the TEF is about nothing more than providing some universities with permission to raise their fees, and to introduce private providers (aka profit-above-all corporations) into HE. But there is no shortage of University shills who are willing to lie about this agenda, provided the price is right.
