Local authority associations are seeking ministerial approval for national guidelines on issuing discretionary awards to students, as more are threatened by council cuts. Further and higher education minister Tim Boswell will meet a delegation next Thursday which will also ask for more money for discretionary awards and for more of them to become mandatory.
