The Green Paper presents as a key rationale for the TEF (p. 20, point 10) the notion that institutions which focus on research will tend not to focus on teaching, citing in support a piece by Graham Gibbs for the HEA written in 2010. It's worth then looking at that piece - available here: https://www.heacademy.ac.uk/sites/default/files/dimensions_of_quality.pdf - because the point quoted (p. 29) is very clearly based on very old research and on evidence from the US rather than the UK (Gibbs cites a piece published in 1993, and then goes on to talk about MIT and the National Science Foundation). It would appear, in other words, that the UK govt wishes to introduce a whole new, expensive, time-consuming bit of bureaucracy on extremely weak evidence...
