Yes; of course they should; taking into consideration not only objective counting but also subjective and trained judgment. Also assessing teaching curricula and institutional capacity are important along with research and international outlook.
It's not just a question of should rankings consider community engagement; first you need to ask how can rankings include community engagement? This is hard enough to define in my own institution and even harder when considering how it might be measured nationally, let alone in a robust way internationally. Add in the complexities of discipline differences and it seems almost insurmountable. It doesn't mean we shouldn't start the conversation for what I believe would be a valuable additional to league tables.
