If Scottish students no longer have to pay tuition fees, will a Highland holiday home win students from elsewhere in the UK a fee exemption? The answer appears to be no: everything points to exemption being based on schooling or eligibility to vote in local elections.

I moved to Scotland to be with my Scottish partner. We are engaged. Am I domiciled in Scotland?
