The Higher Education Funding Council for Wales is concerned that an improved performance in the 1996 research assessment exercise by Welsh universities was "achieved in part at the expense of research staff volume". The HEFCW has launched a Pounds 4.5 million three-year initiative to increase the volume of research staff.
