Visa money-lending scams ‘commonplace’, warns ex-minister

There was a similar scam in (non-academic) Australian immigration, where the same amount of money would be recycled to prove the wealth of prospective immigrants. Perhaps the banks need to have systems in place to detect that type of transaction.
