Such a policy will be deterrant to the most vulnerable people, as they will have no any financial support to enter tertiary education. It is the first country I become aware that financial support or fees-waving is placed for the final of the education degree.

Ja_Quintero_unesco your comment betrays ignorance about how Tertiary education operates in NZ. Any applicant accepted for most fee paying longer duration courses can apply for a non-means tested zero interest student loan tocover fees (obviously there are limits to how many times). Further, those of limited means can get weekly $upport - also non refundable. The notion that there is a high financial barrier to enter Tertiary study in NZ is incorrect.
