This is a rather supine reaction. Just because some think-tank isn't going to make a recommendation there's nothing that says institutions or indeed individual departments cannot ensure that their early career researchers/post-docs get the time that they need - and said post-docs will no doubt vote with their feet and take this into account when deciding which positions to apply to. It seems to be a distressing trend at the moment, that universities do not have the intestinal fortitude to do what is right without someone external recommending it to them. Wake up! Take action! Set the example!
