Office for Students: ‘fining council’ or facing impossible job?

The OfS appears remarkably unhelpful, squealing "Universities must..." without providing any advice or guidelines as to how universities shall... It's probably as well that it's not a funding body, as the demands issued so far indicate a profound lack of understanding as to what a university education is all about, anyway.
