Move to raise black managers' profile

Leeds Metropolitan University has launched a diploma aimed at aiding black and ethnic minority middle managers to further their careers in local government. The diploma, the first of its kind in Britain, is based on a model developed with Leeds City Council. Black people comprise about 4.4 per cent of local government employees, but only 2 per cent of chief officers or their deputies.
