‘Mindless’ overseas student crackdown ‘would kill levelling up’

'Leveling up' should first and foremost apply to academic standards of teaching and substantive course offerings, making each educational institution worthy of attracting high-caliber students. Students tend to rise to challenges, which starts with making themselves appropriately ready for higher level educational opportunities, then applying their enthusiasm and brain-power once enrolled. IMHO.
