Pass sexual consent test if you want to enrol, say students

Something is going wrong before university that was not the case when I was a student. Universities are not part of the state education system and not the places for things that should take place at school. One of my daughters tells me that this is part of PHSE now but clearly the message does not get through. Those who do not understand consent would not be changed by tests and courses in universities.
