Extra cash helps plug Russian brain drain
Russia is to pump an extra $60 million (£41.5 million) into salaries and technical facilities, housing and conferences next year to help plug the under-40s brain drain of scientists and professionals to the West. Monthly stipends will also rise for students at military-oriented educational institutions.

University of Brazil is reborn
The 80-year-old Federal University of Rio de Janeiro has won a legal battle to use its original name, the University of Brazil. The name was changed in 1965 when the military government decided to rename all federal universities in similar style. A private institute in Parana that wanted to call itself the University of Brazil had its application rejected.
