Looks a bit thin. A better approach would be to focus on degree programmes in, say, Middle Eastern Studies or any other areas in which there is international interest and local expertise, teach em in English and you've got the beginnings of a big marke.

It is right that Israel makes the study of English compulsory. English is a universal language and this may be used as an advantage for an individual competitiveness. If you know how to speak in English you will be able to communicate globally. Especially right now, market and businesses are continuously expanding and developing.
