Always important on this issue to put a put your position on two distinct questions - what institutions can call themselves a university; which institutions are funded. It is the latter that really holds back understanding whether there is a major for teaching only institutions.
As a number of, eg software houses, have started calling their product focussed training academies "universities" now, either HE proper pushes back against strict semantics on the subject, or they yield ground and allow the issue to blur.
