Not quite. Hybrid or subscription journals have another option if they wish to retain Plan S authors. They can allow unembargoed deposit of the accepted manuscript version in repositories with a CC-BY licence. This option is a good deal easier than flipping in the majority of cases! Royal Society journals and Microbiology Society journals have already enabled this.
