The poorest university entrants in 2004 received up to 31 per cent more financial aid in real terms than their counterparts ten years ago, according to figures released by the Office for National Statistics.

The introduction of the higher education grant in 2004 saw the first significant real-terms change in the funds available to poor students for a decade.
