ELQ rule dropped under England’s lifelong loan entitlement

Ministerial consultation response says maintenance loans will be extended to cover part-time courses for the first time, but signals that significant impact on degree-level courses is unlikely until 2027

The LLE initiative will fail if the minimum loan size is too high. Lord Johnson is right to say “First, the minimum unit of LLE-fundable learning should be 5-10 credits rather than 30-40, ........." Adult learners aged 30 to 60 will not be very interested if the minimum they can borrow is £10,000.
Looking at the conditions for restriction, the previous study restrictions means that, for someone like myself, who has previously studied, passed, studied some more, and has then since been diagnosed with a disability I have effectively used up all my entitlement before I have started. I had hoped to be able to find funding for another PGCE (non QTS) in order to retrain as a teacher, but the current LLE rules would mean that I could not do this. The ELQ rules still exist, albeit in another form...
The Times Higher says ELQ restrictions have been abolished, but they are still on the Student Finance England website. What gives?
