One thing missing from this and other analyses is the reason why China became such a dominant market for UK ando other countries HE systems. Its economic growth created a large middle class with the funding and motivation to encourage and assist their children to study abroad, an education system that provided the necessary foundations, and growing opportunities for those students to find employment. No matter how desirable it is for the sector to diversify. Pointing to other countries and say "try recruiting there" is not going to work if those countries lack the preconditions that supported growth of the Chinese student population. In time other countries might reach a similar point. However its a long way from here to there.
