'A climate of fear' is the title of a book about psychopathy in the workplace and generally a culture of fear is developed in an area where the elements of psychopathy are evident including ruthlessness, lying, remorseless behaviour, denial of voice, self-promotion excessive control and power manipulation. Are universities becoming more psychopathic in orientation?

That sounds very familiar, and certainly describes the current situation in the Australian tertiary sector.
