Welcome to the world of modern academia - the academics are given increased workloads and pay increases are usually hard to get and represent a cut in real terms. ie. more work for less pay. Meanwhile there is a proliferation of bureaucracy that gobbles up the resources and of which at least 30% has negative value added. By that I mean you could sack 30% of the bureaucrats and and actually get a better end result for the students and academics. The money saved by sacking the bureaucrats could then lead to better employment conditions and rates of pay for the academics. It is as simple as that.
