Can the EU afford such expenditure?
This proposed EU initiative is commendable and should be sustained. I would suggest that a multiplied approach be pursued with research being done in STEM areas, to promote education advances at primary, secondary and tertiary levels, job creation in trades (electrical, woodwork, machanics, architectural drawing, computer literacy building, agricultural education, engineering technicians, construction). This obviously must be immediately ironed out with various governments in Africa in terms and concrete in policy reforms. African leaders should be asked to contribution some of their corrupt earned money to this initiative.
