CPI = c10%, but energy inflation in so far as it is part of the cost of the teaching package is probably higher. Salary inflation, however, is c6-7% - perhaps lower in overall gross salary costs if USS employer contributions fall; but, conversely, higher in some Us as TPS employer rates surge. So, fees inflation at 6-7-8% is about right?
There have been quite a few hidden student fees rises and hidden salary cuts for staff. The former includes the withdrawal of subsidies for canteens (remember when meals in the refectory used to be ridiculously cheap?); the latter include things like less access to photocopying (under the 'Green' banner of course, as an aside, ever noticed how many 'Green-branded' intiatives, at hotels retailers etc, involve a cost rise / service cut to the user and a cost saving to the provider, without a corresponding price cut?). So the fees inflation and salary inflation figures are more complex than they appear. If it is really the more prestigious institutions that are raising fees most, this will worsen income inequality, as often to get the best job after your degree, you need to have done the 'right' degree subject at the 'right' institution, e.g. Economics or Medicine at a Russell institution, but not History there, or Economics at a former Poly - it helps to have gone to an expensive Clarendon public school too , and to have a daddy who can fund you through an unpaid internship at a prestigious company after (OK there is also a phenomenon where if you have a really really rich daddy you can afford to do a less remunerated subject like Archeology, as you don't really need to earn a crust afterwards). And the hard neo-liberal unevening up agenda continues.......
