A wrangle between the Treasury and the Department of Trade and Industry over who should meet the cost of privatising the Royal Observatories has delayed the initiative. The Particle Physics and Astronomy Research Council requires around Pounds 12 million to transfer pensions of Observatory staff into the private sector. Sources say the Treasury and the DTI cannot decide who should foot the bill.
