The fourth Nolan report is published today

* Appointments to governing bodies should be made on merit

* The automatic representation of the TECs and LECson college governing bodies should be ended

* Key information, to a common standard, should be set out in all annual reports

* A common standard forgood practice on the limits of commercial confidentiality

* Staff should be able to speak freely, without being subjectto disciplinary sanctions orvictimisation
