An Arctic university is being planned by the Arctic Council, a two-year-old group made up of Canada, the United States, Iceland, Sweden, Denmark/Greenland, Norway, Russia and Finland. The council signed a declaration last month to initiate the institution, which will exist primarily in cyberspace.
