A bid by Blackburn College to gain a Citizen's Charter Mark is being considered by the Government. The college will have to prove it is working to improve quality, choice, and provide "customers" with clear information on what it is offering and what they can do if something goes wrong. The announcement of Charter Mark awards is expected in December.
