Paddy Ashdown, the Liberal Democrat leader, has restated his party's commitment to invest an extra Pounds 2 billion in education, paid for with a penny on income tax. Early years learning would be given the highest priority, but wider access to further and higher education would also be part of the party's manifesto, he told a conference at the University of Surrey this week.
