TEF1 genuinely has no costs - it was introduced retrospectively. TEF2 is different. That will require staff to review metrics and draft 15 page submissions in the autumn (October - December). Definitely additional work, definitely worth planning and drafting carefully, though god knows how that's a £40k a year job.
